Devon’s interpretation openly overlooks the reincarnating nature of Celestials, at least when viewed from an in-setting perspective. A Solar who inherits the legend-legacy of Ajax *proved worthy* of that legacy and legend. You as player may have always intended them to be that Solar, but the setting didn’t. Important since conflicts over the legitimacy of power and authority under the Creation-Ruling mandate are core to the setting’s conflicts.
